Richard J. Freer, Ph.D.
Chairman of the Board and COO

Since founding Commonwealth Biotechnologies, Inc., in 1992 with three other partners, Dr. Freer has served as Chairman of the Board and as a Director of the Company. From 1975 until 1997, Dr. Freer was employed in the Department of Pharmacology and Toxicology at Virginia Commonwealth University, rising through the academic ranks to full Professor. In addition, from 1988-1995, Dr. Freer was first Director and then Chair of the Biomedical Engineering Program. Freer received the Bachelor's degree in Biology/Chemistry from Marist College, Poughkeepsie, NY, and the Doctoral degree from Columbia University in Pharmacology. Dr. Freer is the co-author of more than 150 peer reviewed journal articles and book chapters, in his area of research expertise, molecular pharmacology, peptide receptors, and is a co-inventor of 2 US patents. Dr. Freer is a former Established Investigator of the American Heart Association and a National Institutes of Health Fogarty Senior International Fellow.

Robert B. Harris, Ph.D.
President, Director

Since founding Commonwealth Biotechnologies, Inc., in 1992 with three other partners, Dr. Harris has served as the President and as a Director of the Company. Until 1997, Dr. Harris was employed in the Department of Biochemistry and Molecular Biophysics at Virginia Commonwealth University, rising through the academic ranks to full Professor. Dr. Harris received a joint Bachelor's degree in Chemistry and Biology from the University of Rochester, Rochester, NY, and the Master's and Doctoral degrees from New York University, in Biochemistry and Biophysical Chemistry. Dr. Harris is the co-author of more than 75 peer reviewed journal articles and book chapters, mostly in areas of his research expertise: the role of macromolecular structure in biological function. Dr. Harris is a former Established Investigator of the American Heart Association, and is co-inventor of US and PCT patents.

Paul D’Sylva, Ph.D., Director & CEO

In February of 2007, Dr. Paul D’Sylva was appointed as a Director of CBI and was installed as the CEO. From 2005-2007, Dr. D'Sylva was a co-founder and Managing Director of the Australian Stock Exchange listed pharmaceutical company PharmAust Ltd, which is an integrated developer, manufacturer and supplier of a range of highly specialised pre-clinical small and large molecule drugs and high value patent-expired medicines, over-the-counter (“OTC”) medicines, and specialised hospital lines. In addition, he held key executive positions in Mimotopes, Pty, Ltd, Epichem Pty Ltd, PharmAust Chemistry Ltd, and served as a Director of the Centre of Excellence for Computational Comparative Genomics, Melbourne, Australia. Prior to the listing of PharmAust, Dr D’Sylva served as the Director of Research and Development at Murdoch University (2001-2004). He has held executive positions in universities, government and industry and graduate positions in the United States and Australia. Dr. D’Sylva earned his Ph.D. in Finance and Econometrics at the University of Arizona in 1997 as a National Science Foundation fellow

Thomas R. Reynolds, B.S.
Executive Vice President, Science & Technology and Secretary

Since founding Commonwealth Biotechnologies, Inc., in 1992 with three other partners, Mr. Reynolds has served as Vice President, Senior Vice President and Executive Vice President as well as a Director of the Company. Mr. Reynolds became Secretary of the Board of Directors in 1998. Mr. Reynolds is responsible for oversight of all DNA related technologies and services including management oversight of the Fairfax Identity Laboratory division. From 1987 until 1997, Mr. Reynolds served as Manager of the Nucleic Acids Core Laboratory at The Massey Cancer Center in the Department of Microbiology Biology and Immunology at Virginia Commonwealth University. From 1984 through 1986, Reynolds served as a research assistant in Genetics at Carnegie Mellon University. Mr. Reynolds is a co-inventor of several US patents, and co-author of more than 35 peer reviewed journal articles and book chapters, in the research area of molecular genetics.

James H. Brennan, M.B.A.
Vice President, Financial Operations

James H. Brennan was promoted to Vice President, Financial Operations in December 2005 and continues to serve as an officer of the Company. From 1997 until 2005, Mr. Brennan was previously Controller for the Company. During his tenure, Mr. Brennan is responsible finance and accounting, treasury, human resources and investor relations. Prior to joining the Company, (1988 until 1997), Mr. Brennan's other work experience included, corporate controller for Star Tobacco and Pharmaceuticals, Delta Airport Consultants, Herald Pharmaceuticals and, Christian Children's Fund. From 1980 until 1988, Mr. Brennan worked for the Coca Cola Bottling Company as Plant Controller, Systems Analyst and Corporate Accounting Manager. Mr. Brennan holds a BA from Mount Saint Mary's College and an MBA from Averett University.
